A Vila Built on Top Of Apartment

Zhang Biqing, a successful Chinese businessman from Beijing, has spent the last six years building a realistic-looking two-story mountain villa atop a high apartment building right in China's capital city. Zhang Biqing, a former government adviser turned successful entrepreneur, built his dream mountain villa at the top of a 26-floor apartment building in Beijing's upscale Park View estate. During the six years it took to complete, residents complained about the construction noise, but after seeing the enormity of the complex covering the entire top of their building, they began to worry about structural damage.


The mountain in which Biqing's  villa appears to be carved may be fake, but the materials used to make it are reportedly pretty heavy as well, and threaten to weaken the residential building's resistance. It turns out the whole rooftop project is illegal, as Zhang never received the necessary planning permission for his extreme dwelling, yet no one ever bothered him about it until Chinese newspapers recently covered the topic sparking public outrage.

स्थावर मालमत्तेच्या किमती दीर्घ काळामध्ये वाढतच जाणार, असा सर्वसाधारण समज असतो. त्यामुळे बहुतांश गुंतवणूकदारांना या विभागामध्ये गुंतवणूक करण्याची इच्छा असते. स्थावर मालमत्तेचे तीन प्रमुख विभाग करता येतील. 

  • राहण्याची घरे अथवा बंगले (Residential )
  • व्यवसायाकरिता बांधलेली जागा, दुकाने, कार्यालये (Commercial)
  • मोकळी जमीन, यामध्येही पुन्हा दोन प्रमुख भाग करता येतील. जसे की शेतजमीन आणि बिगर शेतजमीन (N.A.)
  • गेल्या काही वर्षांमध्ये व्यावसाईक जागांच्या किमतीमध्ये घट झालेली दिसते. तर राहण्याची घरे आणि जमिनीच्या किमती अनुक्रमे जास्त वाढलेल्या दिसतात. परंतु हा झाला ढोबळ निष्कर्ष. याचे कारण म्हणजे स्थावर मालमत्तेच्या (Real Estate) क्षेत्रामध्ये असलेली विविधता अथवा विभिन्नता. शेअर बाजारामध्ये असे नसते. एकाच एरियामध्ये असलेल्या दोन इमारतीमधील घरांच्या किमती वेगळ्या असू शकतात. किंबहुना एकाच इमारतीमधील दोन सदनिकांच्या किमतीमधेहि तफावत असू शकते. घराची दिशा, त्यामधून दिसणारे दृश्य (view), मजला, बांधकामाचा दर्जा, घराच्या आतमध्ये आणि प्रकल्पामध्ये असलेल्या सोयी-सवलती, जसे कि वापरलेल्या उपकरणांचा दर्जा, बगिचा, पोहण्याचा तलाव, मंदिर, व्यायामशाळा इत्यादींवर घरांच्या किमती कमी-जास्त ठरू शकतात. म्हणूनच शेअर बाजारासारख्या दर्शक (Index) स्थावर मालमत्तेसाठी उपलब्ध नाही. त्याचप्रमाणे खालील प्रमुख गोष्टींवरसुद्धा स्थावर मालमत्तेच्या किमती अवलंबून असतात.

    • तयार ताबा आहे का बांधकाम सुरू व्हायचे आहे. 
    • कर्ज मिळते का नाही आणि मिळत असेल तर कोणत्या बँकांकडून मिळते. 
    • संपूर्ण रक्कम धनादेशाद्वारे द्यायची सॊय. 
    • इमारत किती मजली आहे इ. 

    शेअर बाजार, सोने, रोखे योजना इत्यादी गुंतवणुकीवर मागील ३ ते ५ वर्षांमध्ये समाधानकारक परतावा (चलनवाढीपेक्षा जास्त) मिळालेला नाही. म्हणूनच १० पैकी ७ गुंतुवणूकदारांना स्थावर मालमत्तेचे (Real Estate) गुंतवणूक करण्याची इच्छा असते; परंतु, पुरेसे पैसे नसतात. म्हणूनच आज बहुतांश बांधकाम, व्यावसाईक (Builders) "प्री-लांच ऑफर्स" देताना दिसतात.

    प्री-लांच ऑफर्स

    प्री-लांच ऑफर्स काय असतात, बिल्डर्स अशा ऑफर्स का देतात आणि त्यामध्ये असलेले फायदे व जोखीम याची माहिती महत्वाची असते.

    प्री-लांच ऑफर्स म्हणजे काय?

    प्रत्यक्ष बांधकाम सुरु करण्यापूर्वी काही ठराविक सदनिकांसाठी हि ऑफर देण्यात येते. त्याची विशेष जाहिरात केली जात नाही. कारण बिल्डरकडे सर्व परवानग्या आलेल्या नसतात व यासाठी कर्ज मिळत नाहि. पहिले हस्तांतरण (Transfer) मोफत केले जाते. लॉक इन काळ १ ते २ वर्षे असतो. ऑफर कालावधीमध्ये बाजारभावाच्या ३० ते ५० टक्के सवलत (discount) दिली जाते. प्री-लांच ऑफरमध्ये एकूण रकमेच्या फक्त १० ते ३० टक्के रक्कम भरावयाची असते. 



बिल्डर्स अशा ऑफर्स का देतात?

आज बांधकाम व्यावसाईकांना बँकांकडून कर्ज मिळणे अवघड झाले आहे. इतर ठिकाणांहून त्यांना हे कर्ज महाग मिळते (२५  ते ३० टक्के व्याजदराने), त्यामुळे ठराविक सदनिका सवलतीच्या दारात विकून सुरुवातीला लागणारे पैसे उभे केले जातात.


प्री-लांच ऑफरचे फायदे

आज बहुतेक लोकांना स्थावर मालमत्तेमध्ये गुंतवूणूक कारावयाची असते. परंतु घरांच्या वाढलेल्या किमती आणि गुंतवणूकदारांकडे असलेल्या तुटपुंज्या रकमेमुळे त्यांना ते शक्य नसते. प्री-लांच ऑफ़र्सचा सर्वात महत्वाचा फायदा म्हणजे केवळ १० ते ३० टक्के रक्कम भरून तुम्ही सदनिका बुक करू शकता. त्यानंतर जेव्हा योजना अधिकृतरीत्या लोकांसाठी खुली करण्यात येते तेव्हा ती बाजारभावाने विकून त्यातून बाहेर पडू शकता  आणि अशा पहिल्या हस्तांतरणासाठी बिल्डर पैसे (Fee) घेत नाही.

  • बाजारभावाच्या ३० ते ५० टक्के सवलत. 
  • प्री-लॉंच काळामध्ये फक्त १० ते ३० टक्के रक्कमच भरायची असते. उर्वरित रक्कम सुलभ हप्त्यांमध्ये घेतली जाते. 
  • बुकिंगनंतर साधारणपणे १ वर्षे इतर रक्कम भरावी लागत नाहि. 
  • तयार ताबा घरासाठी लागणा-या रकमेपेक्षाही रक्कम खूपच कमी असते. 
  • प्री-लॉंच ऑफरमध्ये शक्यतो वरच्या मजल्यांसाठी जादा आकार (Floor Rise) घेतला जात नाही. 
  • ठराविक लोकांनाच हि ऑफर देण्यात येत असल्याने तुम्ही तुमच्या मनासारखी सदनिका (दिशा, समोरचे दृश्य, मजला, इ.) निवडू शकता. 
   प्री-लॉंच ऑफरमध्ये असलेली जोखीम

  • सर्वात महत्त्वाची जोखीम म्हणजे बिल्डरला प्री-लांच ऑफरमध्ये दिलेले पैसे हे विनातारण दिलेल्या कर्जासारखेच असतात. (Unsecured Loan), म्हणूनच बिल्डर विश्वासू, अनुभवी आणि चांगला नावलौकिक असलेला असणे अतिशय आव्यश्यक आहे. 
  • प्रकल्प लांबला अथवा बंद पडला तर बिल्डरकडून पैसे परत मिळायला अडचणी येऊ शकतात. 
  • प्रकल्प अधिकृतरीत्या लोकांसाठी खुला झाल्यानंतर तुमची सदनिका विकण्यासाठी तुम्हालाच प्रयत्न करावे लागतात. किमती खूप वाढल्या तरच ते सोपे होते. 
  • दुसरा ग्राहक मिळाला नाही तर तुम्हाला उर्वरित रक्कम भरावी लागेल आणि त्याची तयारी ठेवणे  योग्य राहील. 
  • बिल्डरकडून तुम्हाला फक्त 'लेटर ऑफ अलॉटमेंट' दिले जाते, परंतु संपूर्ण करारनामा (एग्रिमेंट) केला जात नाहि.
  • पैसे देताना या कराराची नोंदणी होत नाही व तुम्ही त्याच्यावर Stamp Duty देऊ शकत नाही. योजना अधिकृतरीत्या खुली झाल्यानंतर हे शक्य आहे.
